Nationally, turnout for this week's election was at an all-time low -- about 42 percent. But in Oregon it was on par with previous midterm elections at just under 70 percent. Election officials attribute this to the state's vote by mail system.

Green: "Vote-by-mail has proven to be extremely effective in maintaining turnout in elections other than when the president is on the ballot. In presidential elections voters typically get very excited and they turn out and, in those elections, Oregon does fine, but the states that do really well are the states with same-day voter registration."
Green says Oregon typically has interesting ballot measures in addition to the governor's race during mid-term elections which generates voter interest. The election results will be certified on December 4th.
