The Eugene Public Library has been ranked in the top 3% in the United States for cost-effective service.

Library Journal conducts the ranking. It looks at four factors, including circulation, visits and program attendance. Connie Bennett is Eugene Library's Director. She explains the fourth factor.

Bennett: "How many internet sessions there are. And this is not wireless, which we also offer 24/7. But this is actually when the library's open and someone comes in and sits down and uses one of the public computers. And each of those are counted and it's over 21,000 user sessions each month."

The library has an average of 4,000 visitors per day and processes nearly 3-million check-outs each year. The three branches provide more than 900 programs a year, including classes and entertainment. Bennett says this year's star ranking relies on numbers from 2011, before the library's budget was reduced.
