The format will follow League of Women Voters guidelines, which require at least two candidates for any forum. Stand-ins for candidates will not be accepted. Candidates will have the opportunity to give opening and closing statements, and to address questions generated by sponsors and audience members.

The events are presented by: The City Club of Eugene, League of Women Voters of Lane County (LWVLC), League of United Latin American Citizens of Lane County (LULAC), Eugene-Springfield National Association for the Advancement of Colored People (NAACP), Wayne Morse Family Farm, AARP-OR, Springfield City Club, Wildish Community Theater, and several neighborhood associations, including Jefferson-Westside Neighbors and Southeast Neighbors.
