City Club of Eugene: From Inmate to Neighbor

“The Way Home” is a partnership project of Sponsors, Inc., Lane County Parole and Probation, and Homes for Good.  It is a Lane County reentry collaborative effort formally launched in September 2018. In the next two years, the project will begin providing 100 units of permanent, supportive housing to individuals with conviction histories in Lane County.

A rigorous evaluation will take place over the next five years to measure its impact. Success will be determined by predetermined outcome measures that include significant reductions in recidivism and homelessness and a more appropriate use of health care services. The Way Home housing units are located at The Oaks at 14th(54 units), scattered site public housing facilities, and private market units subsidized with Section 8 housing choice vouchers. There are single occupancy units, as well as units available to couples and families.

The collaborative project will model for the county, state and region the effectiveness of using “performance-based contracts” to address complex social problems.  Such contracts are structured so that resources are aligned with results: “success payments” are only made when the service provider achieves specific measurable outcomes.

Sponsors, Homes for Good, and Lane County Parole and Probation have worked together for more than 20 years to develop affordable housing for people with criminal histories.  Their partnership has been recognized nationally for the development of model programs that utilize evidence-based practices to reduce homelessness and recidivism.

Sponsors, a nonprofit organization, provides comprehensive wraparound services for people returning to the community following incarceration. Since 1949 Homes for Good, the local housing authority, has provided affordable housing and self-sufficiency programs to meet the needs of Lane County’s most vulnerable citizens.

Lane County Parole & Probation provides supervision and rehabilitative services to individuals with conviction histories. Together, the partners work to increase public safety and positive outcomes in the lives of people impacted by incarceration.

Love Cross joined KLCC in 2017. She began her public radio career as a graduate student, serving as Morning Edition Host for Boise State Public Radio in the late 1990s. She earned her undergraduate degree in Rhetoric and Communication from University of California at Davis, and her Master’s Degree from Boise State University. In addition to her work in public radio, Love teaches college-level courses in Communication and Public Speaking.
