Tax Kicker

A proposal from one Democrat would ask voters to allow the state to keep some of the money that would otherwise flow to taxpayers.

A lot of people in Oregon fail to file their tax returns every year, for a variety of reasons. Many of them are missing out on significant refunds. Nonprofits are chipping in to help, but also need more volunteers.

Economists cautioned that the potential of a $582 million refund was still shaky, with warning signs on the horizon.
