November Election Will Let Voters Approve Limits On Eugene's Payroll Tax

A ballot measure goes before voters next Tuesday (November 5th) that would cap the City of Eugene’s new payroll tax if approved.

Measure 20-302 would have a cap of 0.21 percent on wages paid by employers, and 0.44 percent on wages earned by employees…save for those earning minimum wage.

The payroll tax is expected to generate more than $23 million a year, which would be used to pay for 40 more officers with the Eugene Police Department, as well as more dispatchers and detectives.

There was some pushback in June when city councilors first approved the payroll tax. With this measure, no adjustments can be made to it without a public vote amending the city charter. Implementation of the payroll tax would be after June 2020.
